聯合國環境署
委員會概述
聯合國環境署，又稱為聯合國環境規劃署（英語：United Nations Environment Programme, UNEP；或 UN Environment），是聯合國專責環境規劃的常設部門。它的任務在於協調聯合國的環境計劃、幫助開發中國家實施利於環境保護的政策以及鼓勵可持續發展，促進有利環境保護的措施。另外，其也透過審查來不斷檢查全球性環境狀況，通過這個數據協調環境政策的發展，以及將緊急問題提向政府和國際社群。
聯合國環境署的工作範圍總共七個，分別是氣候變化、生態系統管理、環境治理、有害物質、資源效率、災難與衝突和環境審查。在設立國際環境協議的過程中它起了非常重要的作用。它促進環境科學和環境信息，勾畫出能夠與實際政治結合的政策，它與國家政府和地區機構合作發展和實施環境政策，它也與非政府環境保護組織合作。聯合國環境署也主動資助和實施與環境有關的發展計劃。
聯合國環境署幫助發展了關於可能有害化學物質的國際貿易、跨國界空氣污染和國際水污染等方面的條約和規則。

危險性廢物的
越境轉移
危險性廢物問題是所有已開發國家共同面臨的。隨著發展中國家的工業化，有害廢物的越境轉移已開始在全世界各地引起重視。因此，我們在此希望聯合國環境署的代表們，能夠共同討論出一個足以改善危險性廢物越境轉移情形的方案。危險性廢物是指除了放射性廢物以外，具有化學活性或毒性、爆炸性、腐蝕性和其他對人類生存環境存在有害特性的廢物，因其數量和濃度較高，可能造成或導致人類死亡率上升，或引起嚴重的難以治癒疾病或致殘的廢物。
城市的發展，人口集中，各種廢棄物大量增加。在當地範圍內處理廢棄物有所困難之處，因此希望將廢物轉移到臨近的城市、鄉村以至鄰國，和更容易處理的地方。因此，在歐洲多個國家接壤且商業往來頻繁的地方，廢物的越境轉移已成為普遍現象。然而，1982年發生了污染土壤轉移到國外的事件，促使有害廢物的越境轉移變成國際性的問題。
從經濟角度來看，有害廢物的越境轉移無論商品或廢棄物，幾乎所有物貨的轉移，其背景都有經濟的原因。作為交易進行轉移時，送出和接受雙方都各有其相應的利益。有害廢棄物也不例外。廢物棄置地區的居民所遭受的損失和環境的破壞不可逆。

Dear fellow delegates, Claire would like to send greetings and thank you for your participation in DYNAMUN 2018. She is currently a junior in Hui-Wen High School, and she considers it a privilege to serve as the chair of UNEP this year.
Claire began to participate in MUN approximately two years ago. From then on, she has been fortunate enough to experience the world through MUN. All these magnificent memories have widen her global vision, enriched her knowledge and perspectives, and given her outstanding opportunities to be friends with some of the most amazing people she could ever meet. Being involved in MUN is like reaching a milestone; it always stimulates her whenever she attends a conference.
This will be Claire’s 11th MUN experience and 3rd time chairing. She is more than excited to discover and understand more about the present situation of hazardous waste disposal with all exceptional delegates during this two-day convention. Do not worry or hesitate, as Claire will try her very best to assist and guide you through the conference. Most importantly, she whole-heartedly hopes that you have a great time and bring home fruitful memories.

Greetings to all hardworking delegates and most esteemed directors and staffs,
It is Yilin’s utmost honor to serve as co-choir in the committee of UNEP for DYNAMUN 2018. Yilin has been lucky enough to have peers and teachers providing her with endless advices and erudition throughout her inspiring MUN career. Now, as a co-chair, it is time for her to give back.
UNEP is privileged to be discussing the issue of hazardous waste disposal this year at DYNAMUN 2018. Due to the complicated cause factor of this issue, it is critical for all delegates to take their delegation’s environmental status and geographical relationships into consideration.
During the conference, delegates will surely obtain a great deal of memorable experience and advanced skills from which you can certainly gain benefit in the foreseeable future. Good luck to all!
